Tammy Chamley serves as the Assistant Finance Officer and Human Resources Director for the City of Dell Rapids, South Dakota, where she plays a pivotal role in ensuring the financial and organizational health of the municipality. With a strong background in both finance and human resources, Tammy brings dedication, precision, and integrity to her dual-role position, which supports a wide range of critical city operations. As Assistant Finance Officer, Tammy is responsible for maintaining accurate financial records, assisting with budget preparation, and processing payroll. She ensures the City remains in compliance with all financial regulations, helping to safeguard public funds and support transparent governance. In her role as Human Resources Director, Tammy oversees employee recruitment, benefits administration, personnel records management, and compliance with HR policies. Her efforts help foster a productive, supportive, and legally compliant work environment for all municipal employees. Tammy's work requires close collaboration with department heads, employees, and outside agencies to promote efficiency and maintain public trust in both financial management and human resource practices. Her leadership and organizational expertise are instrumental in supporting the City’s day-to-day operations and long-term goals. A lifelong resident of the area, Tammy graduated from St. Mary’s School in Dell Rapids and remains closely connected to the community. She is actively involved in professional development and advocacy, serving on the board of the South Dakota Governmental Human Resource Association and participating in several finance and HR professional organizations. Tammy lives in nearby Trent, South Dakota, with her husband and their two children. Her son is a recent graduate of Dell Rapids High School, and her daughter is set to graduate from St. Mary’s in 2026.

Brittney is originally from Sioux Falls and Mitchell, SD. She graduated from O'Gorman High School and attended Metropolitan State University in Minneapolis before ending up at the University of South Dakota. Eventually she earned her Bachelor of Science degree in Psychology. Brittney has previously worked as a shift coordinator at a juvenile treatment center, pharmacy technician at Cigna and HR coordinator at Dakota Layers. She lives in Dell Rapids with her husband and youngest child and has 2 grown children.  She began working for the City of Dell Rapids in September of 2023. 

Originally from Dell Rapids, Heather graduated from St. Mary's School and later earned a degree in Health Unit Coordination/Patient Care Technician from Southeast Technical Institute.  She began her career at Avera Dell Rapids Hospital but early on decided to open and operate her own daycare business while raising her family. After 17 years in childcare, Heather transitioned into a new role at the Mason Jar Boutique, where she worked as the Warehouse Manager and Customer Service Representative. Currently, Heather and her husband live in Dell Rapids and are proud parents to three grown children and two grandchildren with another on the way.  She began working for the City of Dell Rapids in May of 2024.  She loves being part of this community and truly enjoys connecting with the residents!
